The pace bowler has secured 309 Test scalps in 71 five-day games with an average of 22.10.
Australia's chair of selectors Bailey has declared that pace spearhead Cummins will have a crucial role in the forthcoming Ashes series.
There were concerns that the 32-year-old might be unavailable due to a stress fracture in his back that was still troubling him.
Earlier indications from the Australian camp suggested no definitive call had been made regarding Cummins' participation, with the Test matches kicking off on 21 November in the WACA.
The selector shared that the captain is progressing and was "optimistic" about the prospects of participating.
"We know that time is getting short and multiple considerations around that, aside from the physical problem, but additional elements," he commented.
"The outlook is good. [We are] really confident that he'll participate in a significant role. With luck starting in Perth. If not, we'll reassess."
Past Concerns
He was sidelined the ODI and T20 games against New Zealand and India in the previous weeks after examinations confirmed a stress reaction in his back.
He has a history of spinal problems, with flare-ups in multiple past seasons forcing him out of multiple domestic campaigns in a limited period.
Cummins stated he would be proactive in his approach in his recovery plan to secure his spot for the series.
He mentioned that there was no confirmation if Cummins had begun bowling as part of his recovery but acknowledged it was "pressing" for him to regain fitness for the initial match.
Alternative Arrangements
Should Cummins not be fit, veteran batsman Smith will lead the side.
Versatile player Green was recently pulled out from the national team for their one-day international series against India as a safety move because of an abdominal issue.
He labeled it as a "minor" injury and mentioned that he's scheduled to appear in the state-level matches, so will be "well-prepared to deliver overs."
"Considerable effort has gone into building out the plan for him to participate for the opening match as an all-rounder," the selector detailed.
"His involvement was limited to the starting games anyway. The way he swings the bat in limited-overs, if it causes any delay for a short period, the choice was made to take a cautious route."
